PLEASE HELP DRAFT BY-LAWS
Thank you for taking time to read. Your input is urgently needed to help your municipal government daft cannabis related by-laws that will protect your community and your family. PLEASE GET INVOLVED by contacting your local municipal office! At this moment in time, cannabis legalization and the immensity of the task has caught many municipalities off guard. It's not fair that we expect our representatives to bear the burden of the problems that will come if the appropriate by-laws are not drafted before July. Without by-laws in place at the time of legalization, it will be very difficult to remove commercial grow ops from residential neighbourhoods and local farm lands. You have to act NOW. With the current legislation, your neighbour could grow hundreds of plants on his property producing air and water pollutants that you will not be able to avoid. Your neighbour could also smoke an undetermined amount of pot in his back yard or on his balcony. Unfortunately, once legalization happens, the minority who support the production of cannabis as well as those who have been growing it illegally will suddenly be empowered more than the majority and more than you! Some will most certainly use the loose structure of this new and hastily prepared legislation to fulfill their agendas. There are billions of dollars at stake and the people involved in this industry will have access to vast resources to fight you and the municipality. Without by-laws, there is no way to stop that one individual or group from abusing the system and causing headaches for the many.

What these drugs do in simple terms
The nervous system in the simplest way can be called your body's electrical system. The chemicals contained in cannabis alter the nervous system in a variety of ways. For some people, it makes their system excited and they get 'high'. For others, it slows things down and they get 'low' or relaxed. For some other people who are allergic, it brings the body to a complete stop and causes paralysis. Some feel little effect.
Just like people, animals have a nervous system. For this reason, animals are often used in drug studies before drugs are given to people. The effect cannabis has on people is the same for animals. There will be an unknown impact on all animals exposed to cannabis if by-laws are not put in place to protect them.
Nicotine is hygroscopic which means it can absorb water and is soluble in alcohol. When tobacco enters moist air it will quickly dissipate because moist air is loaded with water molecules. THC on the other hand is part of a group of molecules that are soluble in oil. Nature can't wash these away because of their hydrophobic character. When these sticky molecules enter the air, they tend to hang around in a group and can travel far distances without dissipating.
When THC enters the body it takes a long time to leave because it is fat soluble and has a long half life. Multiple exposures to THC will eventually lead to a build up of the drug in the fat deposits of the body. A build up of fat soluble molecules in the body can have a negative effect on health. More people and animals will be exposed to the smoke & the off-gassing during consumption and production of cannabis without proper by-laws in place.
What the federal laws mean to you in simple terms
The federal government will make the production, distribution, and consumption of Cannabis, legal at some point this summer. Those who wish to purchase cannabis products will have access through retail outlets and online stores. Those who wish to produce these drugs for their own use will be able to do so in their residence. Companies will be able to legally produce large quantities of these drugs for commercial profit.
You, your family, & the animals who live in your environment will be exposed to these drugs. They will make their way into the air in the form of smoke or by off-gassing from production facilities. Over time, these chemicals could leach into the ground & into your drinking water. Litter & garbage from the packaging & sale of cannabis will be produced. Only municipal by-laws can try to control the quantity of cannabis derived drugs that will be released into the environment.
What the provincial laws mean to you in simple terms
Each province has brought in its own set of laws governing the production and sale of cannabis. In Ontario, cannabis will be sold at stores owned by the province. It will be NOT be legal to consume cannabis in public, in the workplace, or in a vehicle. However, it will be legal to smoke cannabis in a residence, on a balcony, on a porch, or in a backyard. Producers could also grow cannabis plants outside in the yard or smoke on a boat, in a campground, or at a cottage.
Allowing the production and consumption in OPEN AIR will release drugs into the surrounding air and water. You, your family, and the animals who live in your environment will be exposed to these drugs. Please get involved and make your municipality draft by-laws that will help protect your environment.
